The Rochelle City Council along with park officials approved an intergovernmental agreement along with the sale yesterday of the restaurant at the Fairways Golf Course.
John Scanlan, who has businesses in Davis Junction, New Milford, and Rockford, plans to purchase the building. Renovation work inside the restaurant is expected to cost over $700,000. He also wants to put a sand volleyball area next to the building.
Rochelle City Manager David Plyman is glad that an agreement could be reached between both taxing bodies and that renovation work can begin.
The council vote was 7-0 for the sale of the building. Councilman Dan McDermott voted against the intergovernmental agreement.
Park Board President Roger Bunger said that the board was satisfied with changes made in the proposal.
Scanlan plans to have the restaurant open for holiday parties and other events by the end of the year.
Zoning changes were approved for Box Office Distillery involving the Hub Theater along with the former Lincoln School. A grand opening for the distillery is expected sometime next summer.
The city has also reached an agreement with the Illinois EPA for the radium problem in water well 11 near the high school. They plan to put together a design for a treatment plant. If the radium levels continue meet state requirements, they would not have to build the facility.
The plant would cost between 2 to 3 million dollars and not be operational until February of 2018.
