Veto session ends without a budget deal

Discussion between Governor Bruce Rauner and Illinois' legislative leaders regarding a new budget for the state could go into the weekend, even though legislators have concluded their fall veto session. That's what state Senate President John Cullerton told fellow senators Thursday.


A stopgap budget passed over the summer expires at the end of the year. Both Cullerton and House Speaker Michael Madigan could call legislators back for a special session before the end of the year.

Governor Rauner is taking to Facebook to detail the two reforms he says must be passed before he agrees to another stopgap budget.  


Rauner outlined a property-tax freeze and a resolution on term limits, saying without them, jobs would continue to leave Illinois.  Rauner's property-tax freeze would give local communities greater spending control by removing requirements that they pay prevailing wages or hire union companies for public works projects.


 The term-limits bill would put a referendum on the ballot in 2018 to limit lawmakers to ten years in office and constitutional officers to eight years.
