Illinois Attorney General Lisa Madigan is planning to appeal a downstate judge's decision that allows state workers to be paid, even though there's no state budget in place.
Madigan challenged the order from last year on the basis of subsequent court decisions that found that union contracts cannot be fulfilled without a properly enacted budget. The judge Thursday sided with the unions and Governor Rauner, who argued that workers should continue to be paid, but Madigan says she'll appeal.
